The World Bank puts the transfer of knowledge for development and the building of human
and institutional capacity at par with the transfer of financial resources and the
building of physical capacity.
The challenge of successful urbanization and local governance in general is a major
task. In the Philippines, the World Bank provides capacity building and institutional
strengthening assistance for policy, regulatory, and institutional reform to address major
constraints to effective and efficient urban development and management and overall local
governance, to enhance productivity and provide basic services to the poor.
Components and Funding Sources
The on-going and approved projects on this page are potential funding source that local
LGUs can tap for their various capacity building needs. For example, the Local Government
Finance & Development Project can help LGUs in building their capacity for project
preparation and feasibility study, detailed engineering and construction supervision and
urban development planning.
Likewise, participation in the City Development Strategy & Upscaling
Poverty-focused City Development Strategies in the Philippines can help LGUs in urban
development planning. While the LGU Financial Management Audit Project aims to strengthen
accountability in LGUs.
